Poverty will decrease the possibility of access and usage of health care services. Access to good health and well-being is a basic human right, and that is why the Sustainable Development Agenda offers and signifies a new opportunity for ensuring that everyone irrespective of their social-economical class, can access the highest standards of health and health care not just the wealthiest. Mozambique and its health and wellbeing
The country is not accountable on its infrastructure only with 35% of population has access to clean water. The country is effected widely from malaria, which is accounted for the 26% hospital deaths. Considering the atrocious health issues and problems the country health care infrastructure is poorly equipped to deal with. The country has only lees than few doctors at 0.04 per 1, 000 people. The Per capita expenditure has been recorded only $37 dollars in 2013 which is again 17th lowest in the world. Out of such low health expenditure and with numbers of very few doctors the health outcomes are very poor. The nation's life expectancy is sixth lowest in the world at 48.9 years, and the infant mortality rate is 18th worst in the world. (Kent, 2015)

The health and wellbeing as SDG and health services in UAE
The Health and wellbeing is a significant SDG Goal because without health the life of people cannot be developed and nourished in cultural, social, political and intellectual aspects. In my view it can be considered as prime and central goal among all the goals of SDG.
The Ministry of health of UAE have taken many initiatives to improve the health care system and services. One of them is that the UAE citizens and residents are covered with free health insurance schemes and with the instruction of government the health insurance are covered to all dependents and employee and provided by the sponsors. Government policies are concentrated on the infrastructure of health care system by making well-equipped hospitals, primary care centers specialized clinics. (Media, n.d.)
As a result of government effort and initiatives the UAE has highly developed health services which is advanced and expanded remarkably in last few years.

Rationing in healthcare is potentially an ethically sound practice; generally, it appears to be an ethically sound practice. There is potential for it to be bad, but for the most part it seems to be conservative and overall helpful to the organizations that attempt to provide good or even not so good intentions of healthcare employees or even entire organizations. So, overall, there are multiple potentials for it to be ethical, or not.
Rationing is the process of minimizing supplies to individuals, and in the healthcare industry there is a potential high demand to ensure that this serves a true ethically sound purpose. While this potential may be minimal, considering the current state of America and its healthcare systems, rationing can potentially be used for the purposes of maximum ethically sound practices, serving the healthcare industry in as many ethically sound ways as potentially possible. Therefore, with the exception of people being needlessly not receiving supplies that would definitely be helpful to them, rationing in the industry is an ethically sound practice generally.
Applying this concept of ethics to who should receive care, also using the given concept of generally, the people who have been defined as eligible to receive care should receive it. Applying this concept to who is eligible, that is currently up to government law. In terms of rationing, this should depend on the situation. These terms would be defined as written as was previously described.
I personally agree with what I wrote. I understand that others may not, and I imagine that most of the people that work in the industry have interests that are counter to what I wrote. I like to think that the healthcare industry will continue to change for the better, but it seems that the country will have to change substantially at its core for this to be allowed or "permitted" with truly or thoroughly ethical intentions.
